At the moment there are two Jeff’s in Warsaw (one on Żwirki i Wigury between airport and city centre and one in Galeria Mokotów)… Allthough I visited both I am rating the first one since both have same quality but different ambiance.
Meals (we had):
Classic American Cheese Burger: Tasty, huge loaf of meat with coal shaw and big portion of fries
Philadelphia Cheese Steak Sandwich: Tasty, huge Sandwich packed with vegetables and cut steak. Served wuith a big portion of fries (I couldn’t finish it)
Drinks:
Beer at (for Poland) usual low rates
Reservation: not used
Service: attentive, kind (especially for guys it is interresting since all waitresses are clothed in hot pants and short tops)
Ambiente: orginal American → comparable to Miller’s Ale House in the United States and other classical American Bars, TV screens at the back of the bar showing different sorts of sports
Choice: OK, all sorts of American food, but also some other meals (like Pierogi)
Price: OK, average
Music: Rock, average volume
Facilities: not used

Unfortunately only in Polish (state today)
Conclusion: Best Place in Warsaw to have American Food. Especially for guys ;)
